Announcing the RODARE blog

After a few hours of work we are happy to reveal the new RODARE documentation system which now also ships with a blog. In the future we will present new features and announcements here, in order to make future changes and new developments more visible.
The documentation is hosted on GitLab, so everyone can contribute. If you see content that requires a revision do not hesitate to contact us or submit a merge request. If you have an idea for a tutorial or blog post, let us know.
